Wyzwania wobec gospodarstw drobnotowarowych w Polsce w aspekcie reformy WPR 2014-2020

The main objective of this analysis is to find the solution to the problem of determination and description of the challenges (mainly barriers) which, according to the new perspective of the Common Agricultural Policy (CAP) for the years 2014-2020, are to be met by semi-subsistence farms. The notion of semi-subsistence and small farms is still vague, which in turn may constitute a problem of an institutional nature, namely the problem may occur while elaborating on the determination of legal frameworks needed for the assistance given by the CAP. The owners of these farms support agricultural production not only by realizing their own economic and social interests, but also by providing environmental services, which are highly valued today. Especially when there is a shortage of non-agricultural work places in rural areas, it is crucial to sustain the productive function of farms and to prevent their marginalization as well as the violent and massive process of excluding lands from production. Hence, the proposed reforms of the Common Agricultural Policy, initiated by the European Union, concerning semi-subsistence and small farms seem to be highly promising. It is suggested that special and flat rate support should be singled out for small farms while comprehensive support for the development of semi-subsistence farms should be achieved by special grants. There is also a possibility of the elaboration of programs adjusted to supporting regional conditions, aimed at semi-subsistence farms and rural development (the shaping of regional policy). Unfortunately, complicated issues connected with supporting the land maintenance in the areas of agrarian fragmentation, including land’s merging, remain unsolved. The access of small farms via direct selling to the final food consumer is still very restricted. Even though access is restricted, favourable conditions created by the rural administration can be observed.
