Wybrane zagadnienia kształtowania katastru nieruchmości w Polsce: współczesne problemy i trendy

The subject of the study concerns the selected topics regarding the functioning of the land and building register (EGiB), as a substitute for the real estate cadastre (KN) in Poland. The authors draw attention to the need for comprehensive modernization of the EGiB system towards, a full-fledged cadastral database. In The Law on Real Estate Management (1997), legislator uses the term “real estate cadastre ”interchangeably with the “register of land and buildings”, foreseeing in the future transformation of EGiB into KN. In this monograph, these terms are also used interchangeably. Cadastre as a modern system of real estate data recording should be a guarantee of real estate turnover, ownership and other public and private property rights. Polish cadastre grew on the basis of historical experience and tradition of successive generations in the field of land management. The thematic scope of the cadastre in Poland and the contemporary problems of the system, closely associated with the history of its development. In the subsequent chapters autors present: the basics of creating cadastre in Poland and the bodies responsible for carrying them out from 1947- to 2015. In the first place the range of objective and subjective information disclosed in EGiB was indicated. The tral system in Poland resulting from them. Moreover, part of the monograph deals with the comparative analysis of the operating principles and directions of development cadastral systems in selected European countries and the applicable rules for calculating property taxes in Poland. The authors have also studied the assessment of methodology of digital maps creating in terms of the need for comprehensive modernization of EGiB. Problems contained in the monograph also apply to such issues as actualization of agricultural land based on regulations existing in Poland and the capabilities of use of satellite measurement techniques in carrying out fieldwork in the process of modernization of land records
