Typy więzi społecznych a wzory współdziałania mieszkańców wsi w sytuacji ryzyka, zagrożenia i katastrofy powodzi

Wioletta Knapik

Social life is characterised by the occurrence of some phenomena which, regardless of time, place or economic and social conditions, have a repeatable nature. Recently, an increase has been observed in the intensity and frequency of extreme natural phenomena, with their causes, course and effects being dependent on the type of a given phenomenon. Natural disasters occur worldwide, striking the European continent and our country as well. A disaster involves situations of risk and hazard. The need to look at the life of communities that struggle with floods of cyclic nature prompted me to address issues concerning flood risk, flood hazard and flood disaster in the context of social ties and cooperation patterns of rural inhabitants. A number of research hypotheses were formulated (see Appendix). The study sample was composed of rural inhabitants living in flooded areas of three districts: Gnojnik (Malopolska province), Skarbirnierz (Opole province) and Slawatycze (Lublin province), which over the years 2008-2011 were hit by flood at least twice. The main research method used in the study was systematic comparison (a method for testing relationships, intermediate between statistical and quasi-statistic methods, designed for investigating a relatively small number of cases). In order to determine the impact of flood risk and flood disaster itself on the character of social ties and the willingness to take joint action, the behaviours, interactions and activities of the inhabitants of villages facing the risk of flood were identified and compared with those of the inhabitants suffering damage from flood. Based on the results of the study, the character of social ties and the patterns of cooperation between rural inhabitants as affected by flood risk and flood hazard were analysed, and the research hypotheses were verified. The conclusions from the research have also a practical dimension. Exploring the mechanisms behind the behaviour of local communities in the flood situation, which, due to its repeatability, affects their social life to a significant extent, will contribute to implementing more effectively the activities related to anti-flood management and planning the measures that have crucial importance for the surveyed communities, such as provision of anti-flood infrastructure, relocation from endangered places or temporary evacuation; this will also play a part in spatial planning and general socio-economic development.
