Wartość informacyjna zbioru danych w środowisku przyrodniczym z punktu widzenia celów ekologicznych i społecznych planowania i zagospodarowania przestrzennego

Krzysztof Gawroński

Spatial planning is one of the basic tools of protection and rational shaping of the natural environment. The achievement of ecological and social objectives set up in spatial management plans requires adequate information resources. This study aims thus to determine what scope of information about environmental protection would suit these purposes. First chapters of the study explore the theoretical issues connected with the functions attributable to the natural environment in spatial planning and with sustainable development as a main objective of this planning. The second part attempts to apply and verify the conclusions relating to the informative value of the created data set in the conditions of real spatial systems of different scale. An original concept fun- a set of data on the environmental protection is put- forward. The notions of the informative value and information capacity arc defined and a method of assessing the information capacity of a data set for the purposes of characterising functions of the natural environment in local spatial planning is suggested. The study introduces some more important indicators of sustainable development to be used in spatial planning and management and in the programming of socioeconomic development at local and regional level. An analysis is made of spatial differentiation of living standards with the Malopolska province as an example. Based on the results, the following conclusions can be drawn: 1. The scope of the proposed set of information on environmental protection and shaping should embrace such components of the environment as soils, landscape, flora, waters, atmospheric air, mineral resources and surface. 2. The information capacity of that data set would be sufficiently large to enable the implementation of the principles of environmental protection in local spatial planning processes, and to help local goverments make decisions about environmental issues. 3. The proposed set of some more important indicators of sustainable development can be ystematised according to three groups of issues: the use of resources, the level of pollution and he living standard. 4. The analysis of spatial differentiation of living standards, as a preliminary study of one )f the aspects of sustainable development of the Malopolska province, will allow lecision-makers to reach rational decisions and undertake appropriate actions to eliminate the Structural and spatial disproportions in this regard, occurring in the examined area.
