AbstractBroad context of the problem areas reveals conditions and methods of delimination, as well as the possibility of rehabilitation in the framework of state institutions strategic intervention. Determinants of problem areas, closely connected to the elements of the structure, economy and social problems or the natural environment, allow separating the spatial units.Some of the territorial units reffered as "problematic" require to carry out the repair policies. Problem areas are areas with negative accumulation of majority processes. The designation of such areas and the attempt of focusing their further proper development of the existing potential is very important, becouse the lack of action to improve the situation, while the further accumulation of development barriers may exacerbate disparities between areas.
